Specifies, in seconds, the time for which the message is available for dequeuing.

This property is an offset from the delay. It is applicable only for a message that is being enqueued.
Possible Values are:
Any integer.
ORAAQ_MSG_NO_XPIRE (0)
ORAAQ_MSG_NO_XPIRE
Default 0 - The message will never expire.
